Senator Fowler's Switch and the Old Highway Through Town
Fowler traces back to 1872, when State Senator Thomas Fowler put in the "Fowler Switch" on the southern extension of the Central Pacific, and in its early years the settlement was a center for cattle ranching. Its blocks were laid out in a uniform grid with north-south alleys, the city incorporated in 1908, and by 1945 it had grown north to Adams Avenue while staying compact and walkable.
Highways reshaped the town twice. The first State Route 99, now Golden State Boulevard, took importance away from the railroad, and later the new SR 99 freeway and the removal of the train depot pulled activity out of downtown, so new homes went up at the edges of the city instead. Fowler is about 10 miles southeast of Fresno, the region's main employment center.
Census estimates count 7,094 residents and 2,292 housing units in Fowler, 77% of them single-family detached houses.
Merced Street, the Boulevard and the Newer Edges
Parts of Fowler as the City's Housing Element and its downtown revitalization plan describe them.
Downtown and Merced Street
In 1896 Fowler fit mostly inside a 16-block area between Mariposa Street, the Southern Pacific tracks, Fifth Street and Fresno Street, and Merced Street east of the tracks was already its commercial street. The City's downtown revitalization plan covers that commercial core and the neighborhoods right around it, from Adams Avenue south to Main Street.
Golden State Boulevard
The original State Route 99 through Fowler is now Golden State Boulevard, and the downtown plan takes in about a mile of it, from Adams Avenue to West Peach Street. The Measure C-funded Golden State Corridor project includes realigning the boulevard through town.
Sumner and Sunnyside, RJ Hill and Aspire Avenue
These southwestern neighborhoods sit west of Highway 99, close to a commercial corridor, the Valley Mobile Home Park and Donny Wright Park.
South of East South Avenue
Fowler's newer southeast edge, where market-rate single-family subdivisions have been built south of East South Avenue.
North of East Adams Avenue
The city has also grown past East Adams Avenue, with new single-family subdivisions in its northeast and northwest corners.
An Old Grid Downtown, Newer Subdivisions All Around
The single-family houses with a Fowler address come in two layers. PropertyRadar's records date 17% of them to before 1950, while 30% were built from 1990 through 2009 and another 30% in 2010 or later. Census estimates, which count every housing type, put the median year built at 1990 and 7% of units in buildings with two to four homes.
Houses built before 1978 may contain lead-based paint, which was banned for home use that year but is still in millions of homes, and sellers of most pre-1978 housing must disclose lead hazards they know about. We buy houses as-is, so updating an older Fowler house first isn't necessary.
| Year built | Single-family homes | Share |
|---|---|---|
| Before 1950 | 352 | 17% |
| 1950–1969 | 222 | 10% |
| 1970–1989 | 281 | 13% |
| 1990–2009 | 643 | 30% |
| 2010 or later | 632 | 30% |
Year-built counts from PropertyRadar (same pull as the market snapshot). Homes with no recorded year built are not shown, so shares may not add to 100%.
Fowler by the Numbers
Source: PropertyRadar property records, pulled October 18, 2026. Counts cover single-family properties with a Fowler site address in Fresno County. A site address uses the property's postal city, so these counts can include homes outside the city limits, in nearby unincorporated areas. "Median value range" means half of these homes have a PropertyRadar estimated value at or below $475,000 and fewer than half are at or below $450,000. Owner-occupied vs. absentee-owned is estimated from whether the owner’s mailing address matches the property or it carries a homeowner’s exemption. These are public-record estimates, not appraisals, and say nothing about any one home.
PropertyRadar shows 2,130 single-family houses with a Fowler site address. 1,702 appear to be owner-occupied, 428 have an owner with a different mailing address, 64 are behind on property taxes, and 12 were listed for sale on the pull date. The median of PropertyRadar's value estimates sits between $450,000 and $475,000.
What Can Complicate a Fowler Sale
An inspection turned something up
Fowler's Code Enforcement officials perform routine inspections of housing in the city, including targeted surveys for violations. Liens, back taxes or city code violations are situations we buy in.
Nobody's living there
PropertyRadar flags 20 Fowler houses as vacant. If yours is sitting empty, selling lets you stop paying taxes, insurance and upkeep on it.
A house that came through an estate

Probate, Foreclosure and Public Records for Fowler Homes
Probate for someone who lived in Fowler is handled by the Superior Court of California, County of Fresno, and a petition filed with the Probate Clerk's Office, Room 300 of the B.F. Sisk Courthouse at 1130 O Street, starts the case. A personal representative with full authority under the Independent Administration of Estates Act can sell estate real property, but only after delivering a Notice of Proposed Action at least 15 days before the sale. A California attorney can explain how that works for a specific estate.
The Notice of Default, recorded with the county recorder, is where a foreclosure first becomes public. The notice of trustee's sale then has to be posted on the property, on the door of a single-family home, and in a public place at least 20 days before the sale, and published once a week for three straight weeks (Civil Code 2924f). Fowler's notices and deeds are recorded at the Fresno County Recorder, 1250 Van Ness Ave in Fresno, which offers a free Property Owner's Protection Alert that emails subscribers when a document is recorded under their name or parcel number.
This is general information about how the process works, not legal or tax advice. Every estate and every foreclosure is different — talk with a California probate or real estate attorney (and a tax professional) about your situation. Fowler Home Seller Questions
Where was Fowler's original downtown?
On the east side of the railroad. In 1896 the town was mostly a 16-block area bordered by Mariposa Street, the Southern Pacific tracks, Fifth Street and Fresno Street, and Merced Street east of the tracks was already lined with commercial buildings.
Is Golden State Boulevard the old Highway 99?
Yes. The Housing Element describes the original SR 99 as now Golden State Boulevard; the newer SR 99 freeway, along with the loss of the train depot, later drew activity away from downtown.
What is the Central Fowler Revitalization Plan?
Fowler adopted it in December 2007 and amended its zoning code in 2013 to add form-based code rules for the city core. The City has since secured funding to restore storefronts along Merced Street, and a fire station finished in 2020 and a new library on Seventh Street have added to downtown.
Are there any fees or commissions?
No. There are no agent commissions and no fees to work with us. We also cover the standard closing costs, so the offer we agree on is what you can expect to walk away with (minus any existing mortgage or liens on the property).
Do I need to make repairs or clean out the house?
No. We buy houses as-is. Take what you want to keep and leave the rest — we'll handle the cleanout and the repairs after closing.
Am I obligated to accept your offer?
Not at all. Our offer is free and there's no obligation. If selling to us isn't the right fit, we'll still try to point you toward a better option.
