A County Seat That Spent a Century Close to Main Street
Visalia has been the seat of Tulare County since 1853, the year after it was settled. Its 1874 incorporation is what gave it city status. For roughly its first hundred years the town stayed packed around downtown, and the city limits only started spreading when annexations picked up in the 1960s. According to the City's 2014 General Plan, home building in the north and east over the preceding 15 years had balanced out earlier growth to the south.
Highway 198 cuts east to west through the middle of town, and Highway 99 runs down the western edge. Water shapes the map as well: the St. John's River marks the northeast border, while Mill, Packwood and Persian creeks cross the city from east to west. The City's 2014 General Plan named Tulare County government, Kaweah Delta Healthcare, College of the Sequoias and CIGNA HealthCare as the largest employers.
The Census Bureau's latest five-year estimates put about 143,939 people in Visalia, living in 49,292 houses and apartments. Renters occupy 39% of the occupied units.
Where Visalia's Houses Sit
These are areas the City's own planning documents call out by name.
Downtown Visalia
The historic core covers about 200 acres, generally framed by Mineral King Avenue, Conyer Street, Murray Avenue and Santa Fe Street, with Main Street as the spine for civic buildings, shops and restaurants.
East Downtown
Directly east of downtown is a 175-acre area the City has marked for revitalization; Visalia's historic stockyards are here.
Lincoln Oval Park area
Just north of downtown, the street grid turns diagonal around Oval Park, which sits at North Court and N.W. 2nd streets.
Historic District Overlay
Visalia's locally designated historic district comes in three separate pieces lying north, south and west of downtown.
Mooney Boulevard corridor
Mooney Boulevard, also State Route 63, is the city's main regional shopping strip and the home of College of the Sequoias.
How Old Is a Typical Visalia House?
By the City's numbers, Visalia's housing runs newer than Tulare County's and California's overall. Current Census estimates give a median year built of 1988, with 35% of all units built in 2000 or later and 12% before 1960. In PropertyRadar's single-family records, 35% of houses date from 1990 through 2009, while 3,459 went up before 1950.
That older slice still matters when it's time to sell. Federal rules make the seller of most pre-1978 housing disclose known lead-based paint and lead hazards before the buyer is bound by a contract. Lead paint was banned for home use that year but is still found in millions of houses. Inside the Historic District Overlay, new development is reviewed by the Historic Preservation Advisory Committee, and the City can deny demolition of buildings listed as exceptional on its Local Register or hold up demolition of other listed buildings for as long as six months. Old roof, foundation issues, outdated everything: we buy houses as-is.
| Year built | Single-family homes | Share |
|---|---|---|
| Before 1950 | 3,459 | 9% |
| 1950–1969 | 5,926 | 15% |
| 1970–1989 | 10,064 | 25% |
| 1990–2009 | 14,282 | 35% |
| 2010 or later | 6,697 | 17% |

Visalia by the Numbers
Source: PropertyRadar property records, pulled October 18, 2026. Counts cover single-family properties with a Visalia site address in Tulare County. A site address uses the property's postal city, so these counts can include homes outside the city limits, in nearby unincorporated areas. "Median value range" means half of these homes have a PropertyRadar estimated value at or below $425,000 and fewer than half are at or below $400,000. Owner-occupied vs. absentee-owned is estimated from whether the owner’s mailing address matches the property or it carries a homeowner’s exemption. These are public-record estimates, not appraisals, and say nothing about any one home.
PropertyRadar counts 40,428 single-family houses with a Visalia site address, and roughly 80% of them look owner-occupied. The other 8,114 have owners whose mail goes to a different address. On the day the data was pulled, 240 were listed for sale and 48 were in preforeclosure. The median PropertyRadar value estimate falls between $400,000 and $425,000.

We also cover the standard closing costs, so the offer we agree on is what you can expect to walk away with (minus any existing mortgage or liens on the property).
Probate, Foreclosure and Public Records for Visalia Homes
Probate for a Visalia estate runs through the Superior Court of California, County of Tulare, and the case starts when a petition is filed with the court's Civil Legal Filings office in Room 201 at 221 South Mooney Boulevard. Probate hearings are on Department 2's calendar in Visalia under the court's judicial assignments effective November 2, 2026, which can change. The court's Self-Help Resource Center lists probate of wills and trusts among the matters it cannot help with. For advice about a particular estate, talk with a California attorney.
A California foreclosure becomes public when the Notice of Default is recorded with the recorder of the county where the house sits. The Notice of Trustee's Sale must also be recorded there at least 20 days before the sale (Civil Code 2924f). Tulare County's Clerk-Recorder left the Visalia Courthouse after more than 70 years and now works from Government Plaza at 5951 S. Mooney Blvd., across from Mooney Grove Park. Deeds are recorded there too, and from January 1, 2027 the office will require an Assessor's Parcel Number on every deed, deed of trust and mortgage submitted for recording.
This is general information about how the process works, not legal or tax advice. Every estate and every foreclosure is different — talk with a California probate or real estate attorney (and a tax professional) about your situation. Visalia Home Seller Questions
Can I sell a house in Visalia's Historic District without fixing it up first?
Yes. We buy houses as-is. In the Historic District Overlay, new development goes before the Historic Preservation Advisory Committee, so a remodel or teardown there involves extra City review.
Where do I go to look up a recorded deed in Tulare County now?
Since August 31, 2026, the Tulare County Clerk-Recorder's address has been 5951 S. Mooney Blvd. in Visalia, at Government Plaza; the office's phone numbers and email addresses stayed the same.
What does a single-family house in Visalia usually go for?
PropertyRadar's value estimates put the middle of Visalia's single-family market between $400,000 and $425,000. Any one house can land well above or below that because of its size, condition and street, which is why we look at the house and recent nearby sales before making an offer.
Which parts of Visalia have the oldest homes?
Until 1950, both the city limits and most development stayed centered on downtown. The City's Historic District Overlay covers three sections north, south and west of that core.
Are there any fees or commissions?
No. There are no agent commissions and no fees to work with us. We also cover the standard closing costs, so the offer we agree on is what you can expect to walk away with (minus any existing mortgage or liens on the property).
Do I need to make repairs or clean out the house?
No. We buy houses as-is. Take what you want to keep and leave the rest — we'll handle the cleanout and the repairs after closing.
Am I obligated to accept your offer?
Not at all. Our offer is free and there's no obligation. If selling to us isn't the right fit, we'll still try to point you toward a better option.
