A Foothill Town Shaped by the Tule River
Porterville sits in the Sierra Nevada foothills of Tulare County, roughly 70 miles south of Fresno and 50 miles north of Bakersfield. State Routes 65 and 190 serve the city, which is about 17 miles east of Highway 99, and Success Dam holds back Lake Success on the Tule River five miles east of town.
The river shaped the town from the start. After 20.8 inches of rain in 1862 shifted the Tule River's course, founder Royal Porter Putnam laid out town lots, and the town took the founder's given name, Porter, because another Putnam family lived south of town. Porterville incorporated in 1902 with 2,906 residents and had grown to about 5,000 by 1920. Its biggest employers now include the Walmart Distribution Center, Eagle Mountain Casino and Porterville Developmental Center.
Census estimates show 63,157 residents and 20,171 housing units in the city, and 46% of occupied homes are rented rather than owner-occupied.
Porterville's Planning Areas
The City's General Plan and Housing Element divide Porterville up like this.
Downtown Porterville
Morton Avenue, Olive Avenue, D Street and Fourth Street box in the downtown district, which mixes shops and public buildings with older residential blocks in the way many Central Valley downtowns do.
Central Porterville
A wider area bounded by Grand Avenue, Olive Avenue, Plano Street and Porter Road that takes in downtown.
Northeast Porterville
East of Highway 65, this part of the city is mainly low-density residential with office space.
Northwest Porterville
Highway 65 forms its eastern edge and Henderson Avenue its southern one, with the city limits on the other two sides.
Southeast Porterville
Industrial land and low-density residential streets make up most of this area south of Olive Avenue.
Southwest Porterville
South of Henderson and west of Highway 65, it combines industrial, commercial and low-density residential uses.
Porterville's Older Housing Stock
The City's Housing Element notes that nearly half of Porterville's housing was built before 1980. The Census sets the median year built for all housing types at 1980, with 21% of units built before 1960. In the single-family records PropertyRadar keeps, 3,007 houses were built before 1950, and the 1950-1969 and 1970-1989 eras each account for 23%.
Age brings paperwork. Sellers of most housing built before 1978 have to tell buyers about known lead-based paint and lead hazards before a contract is signed, a federal requirement. That's because lead paint, banned for homes in 1978, remains in millions of them. Foundation, roof, plumbing, fire or water damage: we buy houses as-is.
| Year built | Single-family homes | Share |
|---|---|---|
| Before 1950 | 3,007 | 19% |
| 1950–1969 | 3,654 | 23% |
| 1970–1989 | 3,654 | 23% |
| 1990–2009 | 4,302 | 27% |
| 2010 or later | 1,189 | 8% |

Porterville by the Numbers
Source: PropertyRadar property records, pulled October 18, 2026. Counts cover single-family properties with a Porterville site address in Tulare County. A site address uses the property's postal city, so these counts can include homes outside the city limits, in nearby unincorporated areas. "Median value range" means half of these homes have a PropertyRadar estimated value at or below $350,000 and fewer than half are at or below $325,000. Owner-occupied vs. absentee-owned is estimated from whether the owner’s mailing address matches the property or it carries a homeowner’s exemption. These are public-record estimates, not appraisals, and say nothing about any one home.
PropertyRadar tracks 15,806 single-family houses with a Porterville site address. About 78% appear to be owner-occupied, and 3,555 are owned by someone with a mailing address elsewhere. 406 carried delinquent property taxes on the pull date, while 74 were listed for sale. PropertyRadar's middle-of-the-market value estimate is in the $325,000 to $350,000 range.

Probate, Foreclosure and Public Records for Porterville Homes
Porterville estates don't have to be filed in Visalia. The Superior Court of California, County of Tulare accepts probate petitions at the South County Justice Center's Civil Legal Filings office, 300 East Olive in Porterville. Under the judicial assignments effective November 2, 2026, probate hearings are heard in Department 19 there as well as Department 2 in Visalia, and assignments can change. A California attorney can tell you what applies to a specific estate.
A foreclosure on a Porterville house goes on the public record once the lender's Notice of Default is recorded with the Tulare County recorder. Notice of sale generally follows a waiting period of about three months, and the sale can be no earlier than three months and 20 days after the Notice of Default was recorded (Civil Code 2924). The Tulare County Recorder's Office, which records deeds and these notices, is at 5951 S. Mooney Blvd. in Visalia.
This is general information about how the process works, not legal or tax advice. Every estate and every foreclosure is different — talk with a California probate or real estate attorney (and a tax professional) about your situation.
