A Wheat Farmer's Name and an Air Base Next Door
Atwater is named for Marshall D. Atwater, a wheat farmer whose land the railroad used for its station, and the early town grew along a rail spur on what is now Atwater Boulevard, where produce was shipped out. The city incorporated on August 16, 1922 and elected George Bloss its first mayor. The Bloss Mansion at 1020 Cedar Ave. is listed on the National Register of Historic Places.
The bigger change came in 1941, when the base that became Castle Air Force Base opened near Atwater and drew new homes and businesses to the city; it went on to be Atwater's largest direct employer. Housing and services for the base went up just northeast of town, in the area now called Fluhr, and through the 1950s and 1960s new subdivisions spread out, especially to the northwest. Castle closed in September 1995 after being picked in the 1991 base-closure round, and the old base has since been turned into Castle Commerce Center.
Census estimates count 32,162 residents and 10,080 housing units in Atwater, with occupied homes split 52% owner-occupied and 48% rented.
Old Town, Fluhr and the Rest of the Map
The City's 2024-2032 Housing Element divides Atwater into seven neighborhoods based on its planning documents; six of them are below.
Downtown Atwater (Old Town)
The original town center sits between Juniper Avenue and Highway 99, from North Winton Way east to Shaffer Road, and is zoned mostly for commercial, high-density residential and residential-transition uses. The City calls the corner of Fifth Street and Broadway Old Town Atwater.
Fluhr
North of Bellevue Road and east of North Winton Way, out to the city limits, Fluhr is zoned mainly for residential estates and single-family homes. It grew from housing and services developed for the air base after it opened in 1941.
North Atwater
Between Bellevue Road and Juniper Avenue, from North Winton Way to Shaffer Road, North Atwater is mostly single-family zoning with some commercial and high-density residential pieces.
Sierra Vista
Sierra Vista runs from Atwater Avenue north to the city limits on the west side of North Winton Way; it is mostly single-family, with medium- and high-density and commercial zoning closer to Highway 99.
Buhach
East of Shaffer Road and south of East Juniper Avenue, out to the city limits, this neighborhood is split by Buhach Road and zoned mainly for low-density residential and commercial uses.
Castle Gardens
Castle Gardens is the area between East Bellevue Road and East Juniper Avenue, east of Shaffer Road, zoned mainly for single-family homes.
Postwar Tracts, Then the 1990s
Much of Atwater's housing went up in a construction boom that followed World War II and lasted into the 1980s. PropertyRadar's single-family records bear that out: 19% were built from 1950 through 1969 and 26% from 1970 through 1989, with 35% added from 1990 through 2009 and 1,159 houses older than all of those. Counting every housing type, Census estimates put 13% of Atwater's units in buildings of two to four homes and 6% in mobile homes.
Lead-based paint was banned for home use in 1978, yet it is still present in millions of homes, so sellers of most Atwater houses built before then must disclose any lead hazards they know about. Old roof, foundation issues, outdated everything: none of it has to be fixed before you sell to us, because we buy houses as-is.
| Year built | Single-family homes | Share |
|---|---|---|
| Before 1950 | 1,159 | 12% |
| 1950–1969 | 1,746 | 19% |
| 1970–1989 | 2,449 | 26% |
| 1990–2009 | 3,291 | 35% |
| 2010 or later | 782 | 8% |

Atwater by the Numbers
Source: PropertyRadar property records, pulled October 18, 2026. Counts cover single-family properties with an Atwater site address in Merced County. A site address uses the property's postal city, so these counts can include homes outside the city limits, in nearby unincorporated areas. "Median value range" means half of these homes have a PropertyRadar estimated value at or below $425,000 and fewer than half are at or below $400,000. Owner-occupied vs. absentee-owned is estimated from whether the owner’s mailing address matches the property or it carries a homeowner’s exemption. These are public-record estimates, not appraisals, and say nothing about any one home.
PropertyRadar finds 9,427 single-family houses with an Atwater site address. About 81% look owner-occupied, and 1,744 have an owner who gets mail at another address. On the pull date 29 were listed for sale, 10 were in pre-foreclosure and 138 were behind on property taxes. Half of the houses with a PropertyRadar value estimate come in at or below $425,000.

Probate, Foreclosure and Public Records for Atwater Homes
Probate for an Atwater resident is filed with the Superior Court of California, County of Merced, whose Civil Division handles probate at the Old Merced Courthouse, 627 W 21st Street in Merced. Once letters are issued, the personal representative generally has four months to file an Inventory and Appraisal, and creditors have until the later of four months after letters or 60 days after a notice of administration is mailed or personally delivered to them to file claims. A California attorney can explain what that means for a particular estate.
A Notice of Default, recorded with the county recorder, is the first public step in a foreclosure. Notice of sale can't come until about three months later, and the sale itself can't be set earlier than three months and 20 days after the Notice of Default was recorded (Civil Code 2924). Atwater deeds and foreclosure notices are recorded at the Merced County Clerk-Recorder, 2222 M Street in Merced, and the county's free Guard Dog service emails registrants if a potentially fraudulent document is recorded against a property they signed up.
This is general information about how the process works, not legal or tax advice. Every estate and every foreclosure is different — talk with a California probate or real estate attorney (and a tax professional) about your situation. Atwater Home Seller Questions
What happened to Castle Air Force Base after it closed?
The base, a former Strategic Air Command installation once home to B-52 bombers, closed in September 1995. Merced County is the redevelopment authority; nearly 1,900 of the base's 2,777 acres were deeded to the county on December 19, 2006, and the property is now Castle Commerce Center.
Is Atwater in a flood zone?
Mostly not. The City's 2024-2032 Housing Element places its neighborhoods in areas of minimal flood hazard, FEMA's Zone X, except the southeast corner of the city, bounded by Bellevue Road on the north and Buhach Road on the west, which is within the 100-year floodplain. For a specific address, check the FEMA flood map.
Can I sell my Atwater rental while tenants still live there?
Yes. You can sell with tenants in place, even difficult ones, and we buy single-family homes, townhomes, condos, duplexes and small multifamily.
Are there any fees or commissions?
No. There are no agent commissions and no fees to work with us. We also cover the standard closing costs, so the offer we agree on is what you can expect to walk away with (minus any existing mortgage or liens on the property).
Do I need to make repairs or clean out the house?
No. We buy houses as-is. Take what you want to keep and leave the rest — we'll handle the cleanout and the repairs after closing.
Am I obligated to accept your offer?
Not at all. Our offer is free and there's no obligation. If selling to us isn't the right fit, we'll still try to point you toward a better option.
